KDWP's own migratory-bird pages and the agency's own Cheyenne Bottoms Wildlife Area management materials both point to the same answer: Kansas rail hunting concentrates in the Central Kansas Wetlands, the Cheyenne Bottoms/Quivira NWR complex in Barton, Stafford, and Rice counties. The Kansas Wetlands Education Center's own visitor-facing hunting page states directly that snipe and rail hunting is good along the shallow marsh margins at Cheyenne Bottoms, describing it as a secondary pursuit alongside the site's primary waterfowl hunting. Cheyenne Bottoms is a 41,000-acre lowland basin, the largest freshwater marsh in the interior United States and one of the most important shorebird staging areas in the Western Hemisphere; the adjacent 22,135-acre Quivira NWR adds prairie marsh, sand dunes, and canal/dike wetland in the same immediate area. Both Virginia rail and sora nest in Kansas, and KDWP's rail regulations page confirms rails are typically hunted in combination with snipe in the same habitats, consistent with the same wetland complex serving both species.
