Exotic dove (Eurasian collared/ringed turtle-dove) has no bag limit, per the same table — this record covers native mourning/white-winged dove only. HIP requirement is inferred from KDWP's falconry-season stamp list (which names "Kansas HIP Permit" as required for the migratory-bird combination that includes dove) plus the standard federal HIP framework; no single page gives a bare "dove hunters need HIP" sentence.
