Season is statewide, and UDWR publishes no dedicated density map or zone system, but its own annual preseason "What Hunters Should Know" article gives a genuine 5-region breakdown drawn from UDWR's own call-count-route network, distinguishing named counties within each of the state's Northern, Central, Northeastern, Southeastern and Southern regions. Two areas recur as named strongholds independent of year-to-year count swings: Tooele County/the West Desert, independently confirmed elsewhere as offering some of Utah's best mourning dove hunting, and the northern agricultural valleys of eastern Box Elder, Morgan, Davis and southern Rich counties, where many doves reside on private land.
The federal survey cannot say whether Utah dove numbers are rising or falling. Its 2016 to 2025 estimate comes out at -0.75% per year, but the range around it runs from -2.88% to +1.39%, wide enough in both directions that no direction can be called. Read that as unknown, not as steady. The figures also run through 2025, one season behind this fall.
