Shooting hours are sunrise to sunset — not the half-hour-before-sunrise start used elsewhere in this region — every day of the season, not just the opener. ODNR's regulations state this specifically for dove, distinct from the 30-minutes-before-sunrise hours it sets for waterfowl and turkey.

ODNR Dove Hunting Areas / Managed Dove Fields Program

ODNR's Division of Wildlife plants and manages dedicated dove fields on wildlife areas statewide, published on its interactive “Dove Hunting Areas Map.” Most fields are walk-in, open to any licensed, HIP-certified hunter under the statewide season and bag limit. A subset are “Controlled” fields, hunted only by permit: ODNR runs a controlled-hunt lottery (apply online or by phone, July 1-31) that assigns permit holders a specific stake and a one-day date, either September 1 or September 2; a permittee may bring one partner. Fields are re-planted and the map re-published each year, so acreage and crop mix shift season to season.

Reading Ohio at region scale

Ohio's most-hunted migratory game bird (an estimated 23,234 hunters and 310,392 birds harvested in the 2020-21 season per ODNR's own Hunter Questionnaire) has a real, sourced regional gradient rather than a genuinely uniform statewide distribution. The Ohio Ornithological Society's own account states doves are most plentiful in the Illinois Till Plains region of southwestern Ohio, specifically the farmland surrounding Cincinnati and other urban areas, and across the intensively farmed agricultural regions of western Ohio generally, while being somewhat less plentiful (though still well represented) around Lake Erie and in northeastern Ohio. Separately, ODNR maintains its own Dove Hunting Areas Map showing specifically managed dove fields on Wildlife Areas statewide, an access signal layered on top of the regional-abundance pattern, not a substitute for it.

Southwestern and western Ohio - Illinois Till Plains and intensive-agriculture farmland

Per Ohio Ornithological Society, via Farm and Dairy news coverage: mourning doves are most plentiful in the Illinois Till Plains region of southwestern Ohio, especially farmland surrounding Cincinnati, and are also plentiful throughout the intensively farmed agricultural regions of western Ohio generally. At least four million doves are estimated in Ohio each fall statewide.

Lake Erie shoreline and northeastern Ohio - still well-represented, comparatively less plentiful

Per Ohio Ornithological Society, same source: doves are somewhat less plentiful around Lake Erie and in northeastern Ohio compared to the southwestern farmland core, but remain well represented there, a real but comparatively lower-density region rather than an absence.

ODNR's own Dove Hunting Areas Map identifies specific Wildlife Areas where the Division of Wildlife actively manages dove fields for public hunting access, distributed across the state rather than concentrated in one region.
