HIP registration (SC's no-cost Migratory Bird Permit) required for hunters age 16+; hunters 64+ with a qualifying lifetime/senior/gratis/Catawba license are exempt.

No SC-specific forward-looking dove forecast exists; SCDNR's own banding program (since 2003, 15,500+ doves) is retrospective and feeds the national harvest-management model rather than producing a season outlook. Only the federal USFWS Mourning Dove Population Status report (Eastern Management Unit) applies, and its 2026 edition has not been published yet (confirmed via direct fetch of the USFWS report collection page, 2026-08-19).
