Statewide (NH has a single woodcock zone, unlike its multi-zone waterfowl seasons).Confirmed via NHFG's official 'Migratory Bird Hunting Season Proposal_2026-2027_FINAL' document (file URL still says 'proposed' but internal doc title and the matching 2026-05-08 NHFG press release announcing seasons as 'now set' confirm finalized status). Does not require the state waterfowl license or federal duck stamp, but does require HIP certification.
NHFG runs the same 5-region survey framework (North, White Mountains, Central, Southwest, Southeast) for woodcock singing-ground surveys as it does for grouse (33 routes statewide, 14 of them part of USFWS's Eastern Region monitoring), but does not state which region carries the highest woodcock density. Independent hunting-press sourcing (Dive Bomb Industries) fills that gap, naming Coos County/the Northern Zone specifically as offering the best public-land access and habitat for both grouse and woodcock.
The Singing-ground Survey cannot say whether New Hampshire woodcock numbers are rising or falling. Its 2016 to 2026 estimate comes out at -0.68% per year, with a range from -4.48% to +3.07%, wide enough in both directions that no direction can be called. Read that as unknown, not as steady.
