Minnesota's August Roadside Survey (ARS) records mourning dove incidentally alongside pheasant and gray partridge across the same fixed 7-region agricultural grid (Northwest, West Central, Central, East Central, Southwest, South Central, Southeast). MN DNR's own 2025 report (Steven Woodley) states plainly that dove indices were highest in the Southwest (194.3 doves/100 mi) and West Central (197.6 doves/100 mi) regions in 2025, 'indicating the best opportunities for harvesting doves.'
The federal survey cannot say whether Minnesota dove numbers are rising or falling. Its 2016 to 2025 estimate comes out at 0.63% per year, but the range around it runs from -0.84% to +2.16%, wide enough in both directions that no direction can be called. Read that as unknown, not as steady. The figures also run through 2025, one season behind this fall.
