Virginia's regulatory structure gives the hardest sub-state signal available for this species: the season is open only west of I-95 and continuously closed east of it, since grouse habitat is essentially confined to the mountainous western third of the state. The DWR status report's own land-ownership breakdown is also a genuine signal, though about land type rather than geography: cooperators consistently flush more birds per hour on privately-owned land than on federal or state-owned land.
