Statewide.
Ruffed grouse is Oregon's most widely distributed forest grouse, present on both sides of the Cascades with two documented habitat/regional patterns rather than a single core range. ODFW's own species description names the low-to-moderate-elevation forests east of the Cascade crest as a primary range: the east slope of the Cascades from Fort Klamath and upper Klamath Lake northward, the Blue Mountains, and even forested aspen stands scattered through the southeastern Oregon desert. Independent sourcing adds a habitat distinction between the two sides of the state: ruffed grouse favor brushy riparian corridors in eastern Oregon and early-successional mixed woodlands in western Oregon. ODFW's own 2021 Forest Grouse Parts Collection Summary provides county-level harvest confirmation on both sides: eastern Oregon supplied 61% of statewide ruffed grouse submissions (488 of 799), led by Grant (25%), Union (22%), Wallowa (22%), Morrow (10%), Umatilla (8%), and Baker (5%) counties (the Blue Mountains counties), while western Oregon supplied 39% (311), led by Douglas (39% of the western total), Jackson (14%), Coos (9%), Clackamas (9%), Linn (6%), and Columbia (5%) counties, drawn from 16 western counties total.
ODFW's Forest Grouse and Mountain Quail Parts Collection Summary, known as the wingbee report, is the only instrument covering ruffed grouse. The most recent edition is titled 2022 and covers that year's season; no edition has published since, though the underlying wing-collection program is still active each March and April. This reads as an open-ended wait rather than a lapsed program.
