A free Band-tailed Pigeon Permit is required in addition to standard migratory-bird HIP registration.
New Mexico runs a two-zone band-tailed pigeon season: the Regular Season (Sept 1-14, 2026) and the Southwest Season (Oct 1-14, 2026), both 2 daily/6 possession, and both requiring a free Band-tailed Pigeon Permit on top of standard HIP registration. New Mexico is part of the Four Corners population group, and that population's own interstate management plan states plainly that no inventory technique has been demonstrated effective for estimating its size or trend. There's no forecast to report, this year or any year, until that changes.
No demonstrated population-trend survey method exists for the Four Corners population at all, a structural gap rather than a publish-timing one.
