Season already ends before shotgun deer season opens (Nov 30), so no mid-season closure gap. No permit beyond standard hunting/sporting (or small-game/big-game) license required.
MassWildlife's season regulations are legally statewide (all Wildlife Management Zones 1-14), but the species' real distribution is heavily skewed to western Massachusetts. Mass Audubon's own Breeding Bird Atlas comparison (Atlas 1, 1974-79, vs. Atlas 2, 2007-11 -- a state-run, agency-affiliated dataset) documents "an obvious retreat from the eastern half of the state" between the two atlas periods while "block occupancy in the western part of the state strengthened," driven by suburban development consuming young-forest habitat around Boston (Essex, Middlesex, Suffolk, Norfolk, Plymouth, and Bristol Counties) even as central/western Massachusetts farmland continued reverting to young forest. MassWildlife's own featured pheasant-stocked WMA pages independently corroborate the western/central concentration -- several Berkshire-region WMAs (Stafford Hill, Eugene D. Moran, Leyden, Birch Hill) are described in the agency's own text as providing "excellent habitat for ruffed grouse," a description not used for the agency's eastern Massachusetts or Cape Cod stocked sites.
MassWildlife states its upland-bird assessment "incorporates ruffed grouse monitoring and harvest information," including a voluntary Game Bird Hunting Log, confirming a real program exists, but no dedicated spring drumming-count survey or standalone published forecast document has been confirmed. A third-party aggregator, Ultimate Upland, rates MA ruffed grouse "FAIR," but its ratings aren't tied to a specific MassWildlife-published count and were not used as a governing source here.
