Indiana has no hunting zone or density map for woodcock, and IDNR's own Wildlife Management Fact Sheet frames the species' distribution around habitat type, namely young, dense second-growth hardwoods/shrubs near forest openings and moist roosting fields, rather than a named region, noting the species was almost unknown to Indiana's hunters as late as 1960 and has declined by an average 7.0% per year on Indiana's Singing-ground Survey routes since 1968 (steeper than the 1.8%/year regional average). The clearest concrete geographic signal in that same document is its own photo caption, which shows an alder regeneration cut to restore woodcock habitat in Owen County, Indiana. Owen County sits in the south-central Indiana hill country, the same reforested-farmland region (anchored by the Hoosier National Forest) that hosts the state's ruffed grouse range, since both species share the same young-successional-forest habitat requirement. No agency source names a specific concentration region beyond that habitat association.
The Singing-ground Survey cannot say whether Indiana woodcock numbers are rising or falling. Its 2016 to 2026 estimate comes out at -3.41% per year, with a range from -10.28% to +2.92%, wide enough in both directions that no direction can be called. Read that as unknown, not as steady.
