Illinois has no hunting zone or density map for woodcock: IDNR's own Singing-ground Survey participation and the state's Breeding Bird Atlas both describe the species as habitat-limited rather than region-limited, a fairly common breeder wherever the right habitat exists (young shrubby deciduous forest, riparian silver maple/sycamore corridors, and brushy old fields). The clearest concrete access signal is that same riparian/floodplain habitat, named as a reliable indicator by hunting-press sourcing, with Jim Edgar Panther Creek State Fish and Wildlife Area (central Illinois) named as one specific public-access site holding woodcock.
The Singing-ground Survey cannot say whether Illinois woodcock numbers are rising or falling. Its 2016 to 2026 estimate comes out at -1.10% per year, with a range from -10.33% to +8.66%, wide enough in both directions that no direction can be called. Read that as unknown, not as steady.
