NGPC's survey instruments (Rural Mail Carrier Surveys, whistle counts, prairie-grouse lek/RMCS data per the Tier A registry) don't track ruffed grouse at all — the same shape of gap already established for NE's Hungarian partridge and chukar (both closed no_program in an earlier pass, confirmed still done via the fresh scan before this batch started).
