Despite introductions to all of the Southeastern Hawaiian Islands in 1958-1961, Gambel's quail persisted in only three places, per the Bishop Museum's Pyle & Pyle "Birds of the Hawaiian Islands" reference monograph: Kaho'olawe (from an earlier, separate 1928 release — the strongest and most stable population), Lana'i, and Hawai'i Island. Competition and hybridization with California quail is cited as the likely reason establishment failed elsewhere. Kaho'olawe is managed entirely by the Kaho'olawe Island Reserve Commission and is closed to general public access and to all recreational hunting — authorized entry is limited to native Hawaiian cultural, spiritual, and subsistence purposes — so while it holds the species' largest documented population, it is not a huntable region and is flagged accordingly rather than omitted.
